Job Description:

The Baltimore City Ordinance 18-111, Section 1(B) requires that all agency heads who report directly to the Mayor and any At-Will supervisory employees who report directly to the Mayor or to the Head of an Agency must be a resident and registered voter of the City of Baltimore throughout their term of office.  Section (B)(1) allows candidate(s) prior to appointment, the opportunity to sign a Declaration of Intent to become a city resident and registered voter within (6) months of the effective date of their appointment.

The Baltimore City Fire Department is accepting applications for Assistant Chief.
The Baltimore City Fire Department has over 1700 public servants who proudly serve the 620,000 residents of Baltimore. We provide service in emergency medical services, fire suppression, rescue, emergency communications, fire prevention, community outreach and education as well as other services.
 
The Baltimore City Fire Department is seeking a highly qualified Fire/EMS professional to join its team. The Assistant Chief position with the Baltimore City Fire Department is instrumental in the efficient and safe operations of the Fire Department. The position supports the mission, vision and values of the Baltimore City Fire Department through the management of a division, such as Community Risk Reduction, Safety & Member Services, or Fire and EMS Operations. The position is responsible for the strategic planning and implementation of long range goals and programs, policies and procedures for a division.  The position gathers and analyzes data for trends, and ensures the overall efficient and productive operation of a division as well as effectively managing change. Must be able to communicate effectively both in writing and orally with the public, law enforcement, City Council members, the Mayor’s office and other city and state agencies.
  
The position oversees several staff, sworn and civilian, and is responsible and accountable for all personnel and activities that occur within a given division. The position is located at Fire Department Headquarters, 401 E. Fayette Street, Baltimore and reports to the Chief of the Fire Department.

Minimum Qualifications: On or before the date of submission, the candidate must have:
Experience: Extensive fire and/or EMS experience, to include holding the rank of Battalion Chief or an equivalent leadership/managerial role or higher within a fire department for at least one year.
Education: Associate’s Degree or at least 60 college credits in fire science, emergency medical services, emergency management, public administration, management or related field.
Preferred Education: Bachelor’s Degree or higher. Other formal education including National Fire Academy, EDI and /or University course work is desirable.

Skills/Abilities:
Ability to demonstrate comprehensive knowledge of modern firefighting and emergency services techniques and equipment, comprehensive knowledge of laws and regulations relating to the control and prevention of fire and the management of emergency services; ability to demonstrate excellent training techniques and practices; comprehensive knowledge of personnel management and fire department administration; ability to observe and make a critical analysis, organize and command personnel and equipment in emergency situations; ability to establish and maintain effective working relationships with subordinates, peers, public officials and citizens; ability to present ideas clearly and concisely both orally and in writing; ability to analyze the effectiveness of a fire department and institute improvements; ability to exercise sound judgment in emergencies.

Other Requirements:
Must have a certificate of course completion for Fire Officer I, II, III and Instructor 1 from the Maryland Fire Rescue Institute (MFRI) or a Pro Board Certificate or state approved equivalent.
A certificate of course completion from FEMA Emergency Management Institute, Maryland Emergency Management Agency, (MEMA) or Maryland Fire and Rescue Institute (MFRI) or state approved equivalent for the following:
Incident Command Systems 100: Introduction to Incident Command Systems
Incident Command Systems 200: Incident Command Systems for Single Resources and Initial Action Incidents
Incident Command Systems 300: Intermediate ICS for Expanding Incidents
Incident Command Systems 400: Advanced ICS
Incident Command Systems 700: National Incident management systems; An Introduction
Incident Command Systems 800: National Response Framework; An Introduction
 
This is a benefited position serving at the pleasure of the Chief of the Fire Department. The selected candidate will need to successfully pass a physical and background check and drug and alcohol screening.

Salary:
Salary is $157,440.00 per year.
