• Combination of education in emergency management, public safety or related field and experience in emergency preparedness/public safety to equal five years, with a minimum of two years supervisory experience.

• Possess a valid State of Minnesota driver’s license.

• Possess a minimum qualification IFSAC certification as Firefighter II level

• Possess a minimum qualification certificate as EMT-B

• Experience with Haz-Mat operations

• Must satisfactorily perform the department medical requirements.

Job Summary:

Support a high visibility emergency management operations and consequence management plan development and facilitation within the Shakopee Mdewakanton Sioux Community. Supervise a planning team through the execution of a standardized planning process in the development of operational response and recovery planning products. Apply knowledge of emergency management response and recovery programs as well as the Shakopee Mdewakanton Sioux Community government’s role in response and recovery in coordination with Federal, state and local partners. Assist with the research, analysis, and development of information papers, meeting materials, and briefing products as well as facilitating training in the disciplines within the SMSC Public Safety Department. Provide supervision and leadership during events and incidents to the SMSC Public Safety and Community departments.  Assist the shift Captains with supervision.  Adapt to new concepts and staff direction while maintaining a high level of quality for a professional emergency management program.

Primary Duties

1  Plan, develop, and supervise a comprehensive emergency management program.  Provide supervisory leadership for Public Safety staff as an Emergency Manager.

2  Develop and perform tests and evaluations of emergency management plans in accordance with regulations.

3  Design and administer emergency management training courses that teach people how to effectively respond to major emergencies and disasters.

4  Research, analyze, and develop emergency preparedness procedures and resources.

5  Develop and maintain liaisons with municipalities, county departments, and similar entities in order to facilitate plan development, response effort coordination, and exchanges of personnel and equipment.

6  Facilitate training sessions, table top exercises and full scale exercises.

7  Maintain and update all resource materials associated with emergency preparedness plans.

8  Develop and maintain a variety of records and reports.

9  Assist as a Shift Captain as needed.  Other duties as assigned.
