Nature of Work

RESTRICTED TO MIAMI-DADE COUNTY RESIDENTS AND CITY OF MIAMI EMPLOYEES.

APPLICANTS WHO APPLIED IN 2016 AND WISH TO BE CONSIDERED FOR THIS POSITION MUST RE-APPLY.

Skilled firefighting work in combating, extinguishing and preventing fires; and in the operation and maintenance of fire department equipment, apparatus and quarters.
 
Work involves responsibility for protecting life and property by firefighting and rescue activities, usually under close supervision. Employees of this class are required to participate in, and learn the operation of fire apparatus and equipment; and the performance of hazardous tasks under emergency conditions which may require strenuous exertion under such handicaps as smoke and cramped surroundings. Work also involves rescue activities, including providing basic life support and performance of medical duties usually under close supervision of a paramedic or medical officer.  Although firefighting and rescue activities are the primary responsibilities of this class, the major portion of time is spent studying and practicing methods, techniques, maintaining medical certifications, and in routine duties in the care and maintenance of fire department property and equipment. Employees of this class may be assigned to other duties as assigned by the Fire Chief or designee which involve the application of specialized abilities and knowledge developed through experience and training. Specific orders and directions are given by superior officers, but the work requires initiative and a thorough individual understanding of firefighting methods.

Essential Functions

Drags or carries conscious, injured, or unconscious victims down ladders or stairs to remove them from buildings or entrapments to safety.
 
Scales down buildings by rappelling to stabilize and/or rescue trapped victim.
 
Climbs ladders while wearing bunker gear, SCBA, and handheld tools or equipment to ascend for rescue or firefighting.
 
Forces entry where necessary by pushing, pulling, or kicking by own force without tools.
 
Opens holes in structures using axes, pike poles, and other equipment for the purpose of ventilation.
 
Pulls charged hose lines in stairwells, in windows, around corners, and up fire escapes to provide water for fire suppression.
 
Extinguishes fires in areas where there is no visibility and extreme heat.
 
Locates victims in smoky areas by crawling around rooms near walls, below smoke level, if possible, searching for victims by touch or sound when visibility is limited.
 
Pries open vehicles, equipment, or structures using specialized equipment such as jaws-of-life or a winch in order to free trapped persons.
 
Removes conscious, unconscious, or deceased victims from water using lifesaving techniques, scuba equipment, or other water rescue techniques and equipment.
 
Uses axes or pike poles to open walls and floors to remove sheet rock and ceiling material, to check for signs of fire, hot spots, potential rekindle, and extensions of fire.
 
Gains entrance to residences by laddering building, picking locks, or using forcible entry to assist public during lock-outs or lock-ins.
 
Applies cervical collars or splints to stabilize patients.
 
Dons appropriate protective equipment according to rescue protocols to prevent infectious diseases. 
 
Checks vital signs of patients to determine whether circulation and respiration are functional.
 
Inspects and clears oral and nasal airways to facilitate patient’s breathing.
 
Places and secures patients on stretchers, backboards, or firefighting stair chairs, with the assistance of others, up or down stairs, around turns, and through openings. 
 
Applies bandages, pressure, and elevation, in order to control bleeding. 
 
Communicates with other units via radio the status of patients, relays medical information, and requests additional assistance to meet the demands of the emergency.
 
Administer oxygen in proper quantity as per protocols in order to assist patient’s breathing.
 
Establishes rehabilitation unit as needed at fire scenes in order to assess firefighters condition and/or ability to continue working.
 
May be required to administer the appropriate medication dosage in order to alleviate/control patient’s symptoms.
 
May be required to establish intravenous access in order to administer fluids or medications.       
 
May be required to administer treatment to a patient while en route to hospital (e.g.. – by continuing CPR, running IV, delivering oxygen).   
 
Uses 12 lead EKG in order to obtain a reading of the electrical activity of a patient’s heart, and uses defibrillator to analyze, shock, and stabilize patients as per department protocol.
 
Performs other related work as required.
 

Minimum Requirements

Applicants must meet all of the below requirements in order to receive employment consideration: 
 

1.  County Residence:   Reside within the corporate limits of Miami-Dade County throughout the application and  hiring process until employed by the City of Miami (current City employees excluded from this requirement).
2.  Age:   Must be at least eighteen (18) years of age by January 17, 2019.
3.  Education:   High school diploma or its equivalent or higher. 
4.  Driver License:   Valid State of Florida Driver’s License (Class E or higher) which must be maintained throughout employment.
5.  Certification:   A valid/current State of Florida EMT certification, a State of Florida Paramedic certification is accepted in lieu of a State of Florida EMT certification. (National EMT certification will not be accepted in lieu of State of Florida EMT and Paramedic certifications).
6.  Tobacco Usage:  Per F.S.S. 633.412(6), applicants must be nonusers of tobacco or tobacco products for at least one (1) year immediately preceding application for certification as a Firefighter, as evidenced by sworn affidavit.  

7. Medical & Toxicology:   The medical examination will be conducted pursuant to current NFPA 1582 guidelines.

8. Character:  A thorough background investigation will be conducted on applicants given employment consideration.  The background investigation shall include:  1) a criminal records check; 2)  a driving records check; 3) verification of  Miami-Dade County residency, or status as a City of Miami employee and 4) a check to discern whether applicants possess “good moral character” as determined under procedures established by the Division of the State Fire Marshall, Florida Department of Financial Services.

EXAMINATIONS:  Candidates will be required to pass the City of Miami, Firefighter-EMT Written Examination and the Physical Ability Test (PAT) in order to be given employment consideration.

WRITTEN EXAM: The Firefighter written examination is designed to assess the cognitive abilities and personality attributes required of Firefighter-EMTs in the City of Miami, Department of Fire-Rescue. Eligible applicants will be notified by email of the date, time and location of the written examination.  Applicants are required to pass the written examination in order to be placed on the Eligible Register. All applicants must provide a valid email address in order to receive notification of eligibility, examination date, and examination score.  Please note that you will not receive this information if you do not provide a valid email address.

SPECIAL NOTEFirefighters may work 24-hour shifts on a rotating basis including nights, weekends and holidays. Work schedules are assigned by the Fire Chief based on departmental needs and may include work hours varying from the above.

Documentation Requirements

THE FOLLOWING DOCUMENTS ARE REQUIRED AT TIME OF APPLICATION AND ARE ACCEPTABLE FORMS OF PROOF.  ALL DOCUMENTS SUBMITTED MUST BE CLEAR AND LEGIBLE.
 

1.  County Residence:   Valid State of Florida Driver’s license reflecting Miami-Dade County residence. 
 

2.  Age:   U.S Birth Certificate, valid State of Florida driver’s license, valid  U.S. passport, permanent school record or Form DD-214.

3.  Education:   High School Diploma or its equivalent, college degree, permanent school record, or transcripts or foreign transcript evaluation, if applicable. Foreign diplomas/degrees must be submitted with a credential evaluation report from an approved credential evaluation agency*. Translations of diploma/degrees are not accepted.  Audit/Academic reports are not accepted as substitutions for college transcripts.

4.  Driver License:   Valid State of Florida Driver’s License (Class E or higher).
 

5. Certifications:   State of Florida EMT Certification must be current and remain active throughout the hiring process. Valid/current State of Florida Paramedic Certification is accepted in lieu of a State of Florida EMT Certification  (National EMT certification will not be accepted in lieu of State of Florida EMT and Paramedic certifications).   

*Approved Credential Evaluation Agencies:
Credential evaluation reports showing the United States equivalency for academic credentials earned in other countries may be provided by:

  • An accredited four-year college or university in the United States, OR
  • A current member of the National Association of Credential Evaluation Services (NACES), OR
  • A current member of the Association of International Credential Evaluators (AICE), OR
  • A recognized Professional Organization

ADDITIONAL DOCUMENTS REQUIRED AT TIME OF ORIENTATION:

Second Proof of County ResidencyAny of the following: valid State of Florida Vehicle Registration, auto insurance documentation, property tax statement, properly executed lease agreement, homestead exemption. In addition,  bank account, credit card statement or utility bill will be accepted but must be within 60 days of application date.

WRITTEN EXAMINATIONEligible applicants will be notified by email of the date, time and location of the written examination.  Applicants are required to pass the written examination in order to be placed on the Eligible Register.

SELECTION PREFERENCE: Applicants who are City of Miami residents at time of application will have one (1) additional point added to their qualifying score on the written examination. Applicants who possess a current State of Florida Paramedic Certification or Firefighter Certificate of Compliance, will have two (2) additional points per certification added to their qualifying score on the written exam.  Candidates are limited to a maximum of four (4) additional points to their written examination score.

VETERANS PREFERENCE: Veterans Preference is awarded in accordance with Florida State Statute 295.07. If veteran’s preference is being claimed, it must be indicated on the application form and proper documentation, including all forms DD-214 (Member 4) and the applicable FDVA- Veteran’s Preference Certification Form(s) in accordance with rule 55A-7.013 – Documentation of Preference Claim, must be submitted with the employment application.

SELECTION PREFERENCE FOR CITY RESIDENTS: In accordance with APM 2-02, applicants for classified positions who are City of Miami residents and new hires will receive preference in selection from interview ranking bands provided that any two (2) of the following documents are submitted with the employment application and again at time of interview:

A. Utility bill dated within 60 days of the date of submission
B. Valid Florida Driver License or State-issued I.D.
C. Property Tax Statement dated within 1 year of the date of submission
D. Properly executed valid lease agreement

CERTIFICATION UPDATES: Applicants who earned a passing score on the written examination and receive their State of Florida Paramedic or Firefighter certification(s) after the closing date, but during the life of the register may submit copies of their State of Florida Paramedic or Firefighter certification(s) to the City of Miami Employment Office, located at 444 SW 2nd Ave, Miami, FL 33130, room #702,  so the next certification of names to the Department of Fire-Rescue will reflect applicants possessing the selected certifications.  State of Florida certification(s) submitted after the closing date will not alter examination scores as reflected on the Eligible Register. Only certifications submitted in person will be given consideration.
