Job Description:

Under the direction of the Fire Captain and/or Shift Officer responsible for fire suppression, fire inspection, vehicle and fire station maintenance, hazardous material response, rescue operations, and emergency medical services.

SHIFT/HOURS
7:00 A.M. – 7:00 A.M.; 56 hours per week (Generally); Additional time as the Job Dictates; Subject to emergency on-call.

SUPERVISION RECEIVED:
Works under the general guidance and direction of the Fire Chief, Fire Captain, and Fire Lieutenant.

Duties/Responsibilities:

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Operates and performs maintenance checks on all fire department vehicles and equipment.
  • Responds as a member of a medical team to bring basic or advanced emergency medical care to the citizens of the community.
  • Performs duties as a licensed/certified Firefighter/Emergency Medical Technician according to criteria and standards set forth by department, Milwaukee County, and State of Wisconsin, when assigned.
  • Prepares written reports and maintains records under supervision of the shift officer.
  • Performs duties as a Fire Apparatus Driver and Pump Operator, when assigned.
  • Participates in daily training exercises and classroom lectures.

NON-ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Participates in fire inspections in various occupancies in the city.
  • Responsible for cleanliness of station and maintenance of apparatus, tools, equipment, and all other fire department property.
  • Conducts demonstrations, tours, and public speeches on fire safety, fire prevention, CPR, fire extinguishers, smoke detectors, first aid, and other subjects to the public.
  • Other duties and responsibilities, as assigned.

Other:

MINIMUM QUALIFICATIONS

  1. High School graduation or equivalent.
  2. Sixty (60) post high school credits / Associate Degree in Fire Technology or related field (Official, Certified Transcripts Required).
  3. Wisconsin or National Registry Emergency Medical Technician (EMT) Licensure -Proof of Licensure Required. National Registry – Paramedic Licensure Preferred (Additional points awarded for Paramedic Licensure).
  4. Valid Wisconsin Driver’s License (or ability to obtain Wisconsin Driver’s License if applicant is licensed in another state) with good driving record.
  5. Wisconsin Firefighter I Certification (NFPA-1001) or equivalent training. Training outside of Wisconsin must meet State of Wisconsin requirements. Proof of Certification Required.
  6. Valid Candidate Physical Ability Test (CPAT) Certificate (issued within one year of written test date for this recruitment (Test Date: June 10, 2017).

ADDITIONAL DESIRED QUALIFICATIONS

  1. Wisconsin Firefighter II Certification preferred. Must be completed within 18 months of hire.
  2. Wisconsin Driver/Operator-Pumper Certification preferred. Must be completed within 18 months of hire.

NECESSARY SKILLS, KNOWLEDGE, AND ABILITIES:

  1. Effective communication, oral and written, with supervisors, peers and public.
  2. Understanding and following work rules, policies, procedures, directives and Suggested Operating Guidelines.
  3. Read, write, perform basic math skills including addition and subtraction.
  4. Knowledge of national, state, and local laws and fire/safety codes.
  5. Organize, direct, and coordinate written and oral reports.
  6. Skilled in report writing, driving, use of computer, and two-way radio.
  7. Knowledge of fire protection systems, water supply, building construction, natural and man-made disasters, fire control and extinguishment, and combustible and flammable materials.

TOOLS AND EQUIPMENT USED

  • Computer, calculator, copy machine, fax machine, telephone and two-way radio.
  • Camera and measuring devices.
  • Power tools, hand tools, chain saws, shovels, brooms, ladders, exhaust fans and generators.
  • Car, fire apparatus, ambulance, and boat.
  • Patient restraints, first aid equipment, oxygen, electronics test equipment, general medical equipment, and patient lifting devices.
  •  Breathing apparatus, protective toe footwear, hearing and eye protection, firefighting turnout clothing, and hazardous chemical clothing.

PHYSICAL ABILITY

  • Stamina – ventilate a roof, pull charged hose line; strip roof with pike poles, climb stairs with equipment; carry hose up multiple flights.
  • Extent Flexibility – roll/pull hose; remove ceiling with pike poles; push ladder to peak; reach out from ladder; chop with an axe; extricate victim; overhaul burning building; remove building parts.
  • Dynamic Flexibility – chop with axe; pick up hose; advance hose; strip roof; do CPR/chest compressions.
  • Static Strength – carry hose; lift/carry victim/patient; move charged hose; lift ladder; move generator.
  • Explosive Strength – force entry with axe/battering ram; raise ladder; run up stairs with equipment; breach walls; pull/advance hose; chop with axe to vent roof.
  • Dynamic Strength – climb ladders/stairs in full turn out with equipment; climb aerial ladder.
  • Trunk Strength – pull charged hose; do CPR; pick up equipment at fire; hold hose on fire target; lift victim.
  • Spread Limb Movement – dodge debris; chop with axe; use mask; pump manual pump; exit burning building; operate tiller for aerial rig; do CPR; run/drive rig.
  • Gross Body Coordination – climb/descend ladder with victim; advance charged line while maintaining flow on target; walk across roof ridge; start/use power saw.
  • Gross Body Equilibrium – walk icy roof peak at night; carry patient down stairs; swing axe from ladder.
  • Arm-Hand Steadiness – take BP/pulse; operate power tools; do CPR; apply traction to limb/neck of victim; connect hose couplings.
  • Manual Dexterity – couple hose; do CPR; bandage patient; use tools/extraction equipment; use air bag ventilator; tie knots; use SCBA.
  • Finger Dexterity – maintain/open SCBA equipment; bandage patient; remove object from patient airway with Magill forceps; tie knots; perform infant CPR.
  • Near Vision – patient assessment; read manuals/pump control panel.
  • Far Vision – drive to fires; visualization of fire condition; see power lines for safe ladder placement; see addresses.
  • Visual Color Discrimination – determine fire status/hazard by smoke color; identify highway placards; assess patient.
  • Hearing – hear call for help in burning building; hear fire crackle in dense smoke; hear BP.
  • Mobility – advance hose line; climb ladder; search/rescue in building; move on roof; slide down pole; get on/off equipment.
  • Effort – chop/ventilate roof; overhaul burned buildings; advance charged line up stairs; climb stairs/ladder; use axe.

This is a union, non-exempt position hired from the Firefighter Eligibility List.

RESIDENCY:
Applicants must be United States citizens. Residency is limited for fire personnel, per Sec. 66.0502, Wis. Stats.

SALARY AND BENEFITS:
Wage and benefits are determined by the terms of the South Milwaukee Firefighters Protective Association Local 1633 contract.
